ARTICULO 1.- Se autoriza que 10s nacionales de paises en capacidad de ingresar legalmente a 10s Estados Unidos de America, a la Union Europea, a Canada y a Gran Bretaiia, ingresen igualmente a territorio nacional de la Republica Dominicana con la simple presentacion de la Tarjeta de Turismo.

Art. 28 creates the operative obligation — every foreigner entering the Dominican Republic must hold a visa except nationals of visa-dispensa-agreement countries or countries authorised by the Executive to enter with a tourist card — Art. 31 mandates MIREX to publish the country lists, and Art. 81(a) fixes the 60-day maximum tourist stay. It is the instrument that imposes the requirement; the MIREX list implements it.

The decree authorises the tourist-card route for nationals of countries whose citizens may legally enter the EU (among others); Albania, Bosnia and Herzegovina and Georgia are each Schengen-visa-free, so their nationals fall in that class and may enter the Dominican Republic with a tourist card.
