Law 79/2021 is the statute that makes a valid entry visa the general condition for a foreigner entering Albania (art. 6(1)(b)) and vests in the Council of Ministers the power to approve the visa-free country list (art. 29(1)); VKM 858/2021 is its implementing regulation, which is why the rows cite the VKM for the lists and the Law for the underlying obligation and duration.
This is the country-by-country visa table published by the ministry that administers Albania's visa regime, and the row shown is the United Arab Emirates' row in it. The table's four status columns are the type-C short-stay visa for a diplomatic passport, for a service passport and for a national (ordinary) passport, then the type-D column; the ministry's current 2026 interactive table, which renders those same three type-C cells per country, confirms the reading by giving Oman and Thailand 'PA VIZË' for the diplomatic and service cells and 'ME VIZË' for the national cell. The UAE row reads PA VIZË, PA VIZË, PA VIZË — so the third cell, the ordinary-passport short-stay cell, is 'PA VIZË' (WITHOUT VISA) — and only the type-D column is 'ME VIZË'. A UAE ordinary-passport holder therefore needs no advance visa to enter Albania for a short stay.
