Every foreign national who wishes to enter Guinea would need a Visa, except for visa waiver countries. Visitor must ensure to meet or possess the following entry requirements stated by Central Directorate of the Border Police (DCPAF) … Not exceeding ninety days (less than 90 days).

Loi L/94/019/CTRN du 13 juin 1994 creates the obligation itself: article 3 requires every foreigner to hold a passport with a visa to enter Guinea, article 5 requires the entry visa to be obtained in advance, and article 6 creates the exemption mechanism for transit and for nationals of countries having concluded reciprocity conventions.
The DCPAF portal, the issuer's own current visa service, states that every foreign national who wishes to enter Guinea needs a Visa except the visa-waiver countries, and the portal's own country table (dcnaf-country-xml) records the United Arab Emirates (record 243) as ACTIVE=1, TREATY=0 — the value the portal routes to the eVisa application sections rather than to the 'You do not require a visa to enter Guinea.' screen. An ARE ordinary passport therefore requires the eVISA obtained online in advance, and the portal states the Tourist Visa it issues is not exceeding ninety days.
