The Aliens Act s.5 requires an alien to obtain the leave of an immigration officer to land and s.6(h) makes possession of a visa a condition of that leave unless an exemption under s.17 applies, creating the obligation the PICA list administers; the parallel Immigration Restriction (Commonwealth Citizens) Act s.8(1) and s.35(2) govern Commonwealth citizens, and the PICA list states each nationality's treatment under both branches.
The Immigration Unit's listing grants UAE ordinary passports a port-of-entry visa for stays up to 90 days, superseding the PICA page's older 'Visa required' entry.
