Ley N° 6.984 De Migraciones is the statute that creates the entry obligation for Paraguay: Article 41(2) requires a foreigner admitted on a transitory stay to hold an entry visa issued by the Ministry of Foreign Relations 'en los casos que se requiera', and Article 42 caps transitory stays at 90 days. The migraciones suppression table reports which countries are exempt from that obligation; the law is what imposes it.
The America section lists Argentina and Uruguay with 'MERCOSUR' as the suppression agreement and 'NO REQUIERE VISA' for tourist entry; Bolivia, Brasil, Chile, Colombia, Ecuador and Peru appear identically in the same table. The table states no separate duration for these entries, so the 90-day cap for transitory stays in Ley 6.984 Article 42 (cited in fieldSources.maxDays) governs.
