Article 15 of the Exit and Entry Administration Law creates the obligation: foreigners entering China shall apply in advance to the visa authorities abroad for a visa unless exempt. Article 22 enumerates the four exemption grounds, under which the unilateral visa-free list and the mutual visa-exemption agreements are issued. The Law is therefore the instrument that imposes the requirement, while the lists implement its exemptions.
The MFA register states China has concluded mutual visa-exemption agreements with the listed countries and that visa-free entrants generally may stay no more than 30 days; the quoted entries show each country's ordinary-passport class and effective date, so each listed issuer is visa-free for up to 30 days.
