Monday August 1, 2011 heralded the commencement of full free movement ofOECS citizens throughout the six independent countries of the Organisation.Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, St. Lucia and St.Vincent and the Grenadines from that date, permits OECS citizens to enter theirterritories and remain for an indefinite period

SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).

The OECS Secretariat states that citizens of Antigua and Barbuda, Grenada, St. Kitts and Nevis, St. Lucia and St. Vincent and the Grenadines may enter Dominica and remain indefinitely from 1 August 2011.
