Monday August 1, 2011 heralded the commencement of full free movement ofOECS citizens throughout the six independent countries of the Organisation.Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, St. Lucia and St.Vincent and the Grenadines from that date, permits OECS citizens to enter theirterritories and remain for an indefinite period in order to work, establishbusinesses, provide services or reside.

The Immigration (Visa) Order, made under s.7(3) of the Immigration Act, imposes the visa requirement: s.3(1) makes the passport of a subject or citizen of a country listed in Schedule 1 unacceptable for entry unless it bears a valid visa, and s.3(2)-(3) distinguish visa on arrival from visa prior to arrival. It creates the obligation rather than reporting it; the External Affairs lists and bilateral agreements describe or modify it.

The OECS Commission records that full free movement commenced on 1 August 2011 and names the six independent countries including St. Lucia, permitting their citizens to enter and remain indefinitely.
