The Foreigners' Residence Law (Royal Decree 16/95) is the statute that creates the obligation defining this regime: Article 5 forbids any foreigner from entering Oman without an entry visa, Article 4(3) exempts GCC citizens, and Article 8 delegates the designation of visa types and exemptions to the Inspector General of Police and Customs, whose office publishes the ROP visa-exemption lists and issued Decision 109/2026 amending the implementing regulation.
Article 5 of the Foreigners' Residence Law states that a foreigner may not enter Omani territory unless holding a valid passport and an entry visa from the competent Omani authority, embassy or consulate; the visa-free exemptions published by the ROP and MFA do not name these issuers, so the general requirement applies.
