Décret n°64-169 du 15 décembre 1964 (J.O. 20 janvier 1965), as amended by décrets n°2012-031 and n°2024-042, is the instrument that CREATES the obligation: its Article 3 requires foreign nationals who are not nationals of a convention state to hold a Mauritanian consular visa, and its Article 2(d) caps the stay of tourists at three months. The ANRPTS portal administers that obligation as an online e-visa; it describes, it does not create.
Article 3's second category of the immigration decree requires foreign nationals who are not nationals of a convention state — the class to which all 198 issuers on this row belong, since none is on the ANRPTS exemption list — to hold a Mauritanian consular visa, now issued online as an e-visa; Article 2(d) caps every tourist stay at three months.
