E2.5 is the operative immigration instruction (certified under the Immigration Act 2009) that imposes the regime's default rule: a non-citizen may travel to New Zealand only as the holder of a visa, or as a visa waiver traveller holding an ETA. The Act s 14 it implements sits on legislation.govt.nz which refused all fetch attempts.
E2.1 lists citizens of Australia as visa waiver, and the INZ visitor visa page confirms an Australian citizen needs neither a Visitor Visa nor an NZeTA, so nothing must be arranged in advance and no stay cap applies.
