This is the Government decision, adopted under the Law on Foreigners (its preamble invokes Arts 6(7), 8(5), 9(4.1) and 9(8) and 10(2),(7) of that Law), that establishes the entry-visa application and issuance procedure for the Republic of Armenia: who may obtain a visa at border crossing points (s.1.1), who must use the invitation procedure (s.5), and the e-visa system (s.9). It is the instrument that imposes the operative visa-obtaining rules; the MFA pages describe and consolidate the entitlements it implements.
Section 1.5 of the Government decision makes citizens of countries that have not established diplomatic relations with Armenia subject to the Armenian entry-visa regime; Azerbaijan has no diplomatic relations with Armenia, so Azerbaijani citizens must obtain entry permission in advance (the MFA states this takes the form of a special entry permit).
