Regulations 15B and 15G, made under section 59 of the Kenya Citizenship and Immigration Act, impose the Electronic Travel Authorization requirement on every person travelling into Kenya and define — through the Seventeenth Schedule — the only categories exempt from it; this is the instrument that creates the obligation, not a description of one created elsewhere.
Regulation 15B(1) requires every person travelling into Kenya to hold an Electronic Travel Authorization before embarkation, and regulation 15G confines the exemption to the categories in the Seventeenth Schedule; these issuers are on no list in that Schedule, so they must obtain an eTA in advance.
