Citizens of the Republic of Azerbaijan need a visa to enter, transit through the territory, and stay in Montenegro. The issuance of visas is handled by the Montenegro Office in Baku and the VFS Global application center in Baku.

The Uredba o viznom režimu, adopted by the Government of Montenegro under article 14 of the Law on Foreigners, creates the visa-free exemptions (articles 1, 1a, 2, 3, 6, 7, 10) and the residual visa obligation (article 4). The May 2026 consolidated text is the Government's own current consolidation, incorporating every amendment through Sl. list 61/2026; Uredba 108/2026 (in force 25.07.2026) time-limits the remaining exemptions to 31 October 2026.

The Ministry of Foreign Affairs' page for Azerbaijan states that Azerbaijani citizens need a visa to enter Montenegro, so advance authorisation is required.
