  • A visitor's visa may only be granted to a person who holds a valid ticket for travel from Nauru to another country and any documents necessary for entering the country of destination, in respect of whom there are no grounds for a belief that he or she will contravene a visa condition, and who is able to show means of support if so requested (Regulation 12(1)).

Official wording

A person who is not a citizen of Nauru shall not enter or remain in Nauru without a valid visa authorising that entry or presence and a person failing to comply with this subsection commits an offence and is liable to a maximum penalty of $10,000.

Section 10(1) of the Immigration Act 2014 creates the obligation — a person who is not a citizen of Nauru shall not enter or remain without a valid visa — and section 10(2) authorises the Regulations to exempt persons; the Immigration Regulations 2014 implement that obligation and create the specific entitlements (visa on arrival, visa waiver, simplified application).

Section 10(1) of the Immigration Act 2014 requires a valid visa of every non-citizen, and Regulation 12(2)(b) of the Immigration Regulations requires a national not covered by Regulation 16(4) to apply for a visitor's visa before entry; these issuers are on no exemption list (residualSweep), so the general visa requirement applies to them.
