Decreto 286 (Ley Especial de Migración y de Extranjería) creates the obligation: Art. 38 requires every foreigner to carry a visa unless exempt, Art. 29 establishes the A/B/C visa categories, and Art. 84 defines the tourist stay limit. The RREE classification, the CA-4 manual and the DGME notice implement or supplement these articles rather than creating the obligation themselves.
The RREE classification table assigns each listed country a category for ordinary passports; the '(A) EXENTO DE VISA' rows establish that these nationalities enter without a visa, and the CA-4 permanence rule (with Ley Art. 84) caps a tourist stay at ninety days.
