  • Bahrain is listed in Appendix E of the COGAT procedure, so its nationals must receive a visit permit from the Palestinian Authority and may not submit requests or receive permits under that procedure at all — an application to an Israeli representative office is not available. The appendix states its list is determined from time to time, so membership is current as of the 21 December 2022 revision.
  • For the Gaza Strip, all foreigners must apply to the Palestinian Ministry of Interior - General Directorate of Residence and Foreign Affairs - a week before the date of entry, and must regulate their residence with the Directorate if they wish to stay for more than a week.

The State of Palestine does not operate its own border crossings; every foreigner entering the West Bank passes through an Israeli-controlled crossing (Allenby Bridge or Ben Gurion airport), and the Israeli COGAT 'Procedure for Entry and Residence of Foreigners in the Judea and Samaria Area' (61 pages, revision 21 December 2022) is the operative instrument that creates the entry obligation a traveller faces: it grants or refuses the visit permit, sets the three-month cap, and routes each nationality to a crossing application, an Israeli representative office, or a Palestinian Authority permit. The Palestinian Ministry of Interior's own statement (pa-moi-entry) creates the parallel obligation for the Gaza Strip and defines the regime's scope ('foreigners, non-Palestinians'), which places PSE holders outside the foreigner regime.

The record shows NEED_PERMIT 1 for Bahrain, so its nationals are not on Israel's visa-exemption list and must obtain an entry permit in advance; the route that permit takes is fixed by the COGAT procedure, quoted in the condition, because Appendix E names Bahrain (spelled 'Bahrein' there) and clause 2.1.F sends Appendix E nationals to a Palestinian Authority visit permit.
