The Special Branch of Bangladesh Police operates the arrival-visa desk at Bangladesh's ports of entry and decides who receives the facility, and voa-instructions is that body's own operative statement of who may obtain it, for what purposes and for how long. It is the text a border officer applies and it is current. The instrument behind it is the 15 September 2016 arrival-visa circular of the Security Services Division, consolidated into the Visa Policy 2006; that circular is fetched, declared and named here as the rival, and it is not quoted only because its PDF text layer is legacy Bijoy-encoded Bengali. Where a row cites something else it is because that document supplies a fact this one does not contain — the European categories and the single-entry duration (voa-info), the thirty days stated together with the parties (bhc-london-voa), the general requirement the arrival-visa rule presupposes rather than states (bhc-london-visa), and a visa-exemption agreement, which is a different instrument altogether (visa-exempt-agreements). Each of those is argued in debates.json.
Article 1.1.3 of the state's own Aeronautical Information Publication states who needs no visa at all, and its first limb is a list of twenty-four states whose nationals are admitted for stays of up to 90 days. The blocks are the head of the article and the four lines of the list, quoted in order; the doubled comma after Gambia is in the stored text. Every issuer on this row is named in that list by its own name, and the stay is stated in the same list: 'up to 90 days', so ninety is the ceiling and the operator is 'up to', not 'more than'. The document is the compiled AIP served from the Civil Aviation Authority's own site as amended to amendment 02/26, and the GEN 1.3 pages in it are dated 2 December 2021, which is the authority's current statement of the same list that its 2016 amendment carried. Most of these issuers sit on the arrival-visa rows as well; that entitlement is kept on its own row and is not compared here, because a national who needs no visa and one who may obtain one on arrival are two different answers and both are in the instruments.

The Special Branch pages carry no date of their own and are undated live pages; voa-info's HTML shows its eligibility sentence having been revised (the earlier form survives commented out), so the served text is the current one. bhc-london-visa carries 'Copyright © 2026 Bangladesh High Commission, London'. visa-exempt-agreements is headed as the list of countries bound by visa-exemption agreements with Bangladesh up to 30/10/2024, and the Security Services Division page carrying it was last updated 1 May 2025. The underlying circular is the Visa Policy 2006 as amended to September 2016, dated 04 April 2007 on its face with amendments to 15 September 2016. The draft Visa Policy 2026 is dated 06-05-2026 and is not in force. All documents were fetched live between 22-23 August 2026, and the MOFA mission directories on 28 August 2026.
