The Immigration Act (Chapter 191) creates the entry obligation: s.19 prohibits landing save with an Immigration Officer's leave, s.22 governs the grant and maximum duration of that leave (not exceeding eight months), and s.20 defines the free-movement categories. The MOFA designation lists and the government's Visa Requirements table operate against this statutory background.
Section 20(1) entitles citizens of The Bahamas to land and embark without the leave section 19 would otherwise require, so the entry regime does not reach them.
