Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.
The page states that for the listed countries a reciprocal visa-free travel regime applies, and each named country's entry grants a 90-day visa-free stay, so these nationals need no advance authorisation and may stay up to 90 days.
