Holders of valid national passports shall enter, stay, leave and transit the territory of one of the states without a visa, provided that the duration of their stay does not exceed 30 (thirty) days, counted from the date of entry. The total period of visa-free stay must not exceed 90 (ninety) days in a calendar year.

Aevamo’s reading

It states the obligation the rest of the regime qualifies, in words that impose rather than report: 'Foreigners are required to obtain a non-immigrant visa before entering into Myanmar.' That sentence creates the default for every issuer no list names, which is why the residual row cites it.

The Belarusian foreign ministry's own notification of the Myanmar-Belarus Agreement on the mutual abolition of visas states that holders of valid national passports enter either state without a visa for up to 30 days from entry, capped at 90 days per calendar year - which covers Belarusian nationals entering Myanmar.
