As per multiple decrees dated May 28, 2025, the short-stay visa exemption (up to 3 months within a 6-month period) has been removed for individuals holding Belarusian or Russian passports wishing to travel to the following destinations:…Saint Pierre and Miquelon…These travelers will now need to apply for a visa from the relevant French consular authorities before their departure.

This arrêté, made under the CESEDA (Vu le code de l'entrée et du séjour des étrangers et du droit d'asile), itself imposes the entry obligation — Article 1(1°)(b) makes a valid visa compulsory 'si celui-ci est requis en vertu de l'annexe II' — and itself grants the exemptions in Annex II within the limits it fixes (Article 3). It is the instrument that creates the obligation, not a description of one created elsewhere.
The arrêté du 28 mai 2025 deleted the 'Biélorussie' and 'Russie' rows from Annex II of the 2011 arrêté (so their limited 2024 exemptions are gone); this consultancy alert, confirming the removal for Saint Pierre and Miquelon and the resulting need for a consular visa, is the fetched record of that change since Légifrance refused every direct fetch of the amending arrêté.
