Lei 5/2015 amends article 25 of the aliens law to create the visa-free categories (CPLP, EU, USA, Canada), the 15-day stay for holders of a valid Schengen or US visa, and the delegation under which the Government lists third countries exempt for up to 15 days. It is the instrument that CREATES the visa-free obligation; the SMF article and the 2017 decree/note describe or implement it.
Article 23 of the aliens law states the default: every foreigner must hold a visa to enter, transit or stay except where this law or an international agreement exempts them; none of the issuers on this row appears on the exemption lists held, so the default applies and a visa must be arranged in advance.
