The Ley de Migración y Extranjería (Decreto 208-2003) is the Honduran statute that creates the obligation: Article 20 authorises tourists to remain up to ninety days, Article 34(34) defines the visa as the permit to enter, and Article 77 requires the visa-category country list to be issued by Presidential Acuerdo. The CA-4 Manual implements that framework regionally.
Acuerdo Ejecutivo 14-DGAJTC-2023 (La Gaceta No. 36,414, 20 Dec 2023) approves the Honduras–Bolivia agreement whose object is to suppress the visa or entry-authorisation requirement for tourism/visits for ordinary-passport holders of both parties, and its SEGUNDO article commences it on publication in La Gaceta, so Bolivian ordinary-passport holders need no advance authorisation to enter Honduras as tourists.
