Loi n°001-2024/ALT of 22 February 2024 fixes the conditions of entry and stay of foreigners and repeals the 1984 ordinance; it is the instrument that creates the visa obligation for foreigners entering Burkina Faso, subject to community rules, international conventions and reciprocity. The e-visa portal describes how that obligation is operated.
This is Décret n°2025-0288/PRES/PM/MSECU/MATM/MEF/MAECRBE/MFPTPS of 13 March 2025, published in the Journal Officiel du Burkina Faso N°17 of 24 April 2025 — the implementing instrument of the controlling law, and the act that states the general rule in operative terms: subject to visa-exemption accords, every foreigner who enters or stays on the national territory is subject to the visa. It is preferred to the Ministry of Security's e-visa portal for this row because the portal is the ministry's description of how the rule is operated, while the decree is the rule.
