Act 573 s.4(1) requires every person other than a citizen of Ghana entering Ghana to hold a valid visa unless exempted, and L.I. 1691 Reg 3(1)-(2) and Reg 21 define the exempted classes (ECOWAS nationals and citizens of countries with reciprocal visa-exemption agreements); the GIS Legal Handbook reproduces both instruments verbatim, so it is the document that creates the obligation rather than a description of it.
Each of these rows shows a blank (—) in the Ordinary column with the waiver granted only under Service or Diplomatic, so an ordinary passport of that state has no visa-free entitlement on the MFA's current list and the Act 573 default — a visa to enter — applies.
