The Immigration Act Cap. 190 s.9(2) is the instrument that creates the obligation: it empowers the Minister by order to require a visa of the passport of any country's subject or citizen, and s.13(1)(b) with Second Schedule Part II sets the visitor stay. The MFA visa table is the operative list implementing those directions; it describes the position rather than creating it, which is why the Act is the controlling document.

Section 4(1) of the Immigration Act gives Barbados citizens an unqualified right to enter, so they are outside the visitor-entry regime entirely.
