The Aliens Act s.5 requires an alien to obtain the leave of an immigration officer to land and s.6(h) makes possession of a visa a condition of that leave unless an exemption under s.17 applies, creating the obligation the PICA list administers; the parallel Immigration Restriction (Commonwealth Citizens) Act s.8(1) and s.35(2) govern Commonwealth citizens, and the PICA list states each nationality's treatment under both branches.
Each block is an issuer's own entry in the PICA list: the country line tagged '(Commonwealth)' and the treatment cell printed beneath it, which reads 'NO visa required' or a cross-reference to Eswatini's. That is the enumeration that decides which issuers this row reaches, and it names every one of them. The duration comes from a different document, which is recorded under fieldSources, because the list grants entry without a visa but states no period; PICA's Extension of Stays page states the maximum a Commonwealth citizen may remain as a visitor.
