Regulation 2 of the Immigrants and Emigrants Regulations 1956, made under section 48 of the Immigrants and Emigrants Act No. 20 of 1948, requires every person to whom section 10 of the Act applies to hold a visa to enter Sri Lanka; that is the instrument that creates the visa obligation which the Department's ETA system and the 2026 fee-waiver scheme implement and apply.

The ETA fees page lists 'On arrival' as a method of submitting the ETA application for both South Asian and all other countries (US$ 25 / US$ 60), and the ETA system's FAQ states that the ETA is not a precondition to board; nationals of countries not on any exemption or free list can therefore enter Sri Lanka without advance authorisation and obtain the 30-day tourist visa on arrival.
