Law 21.325 is the statute that creates the entry regime for foreign visitors: article 27 establishes that a Permanencia Transitoria holder needs no prior authorization or visa and authorizes a supreme decree to list exceptions, and article 48 fixes the 90-day stay. Decreto 359 and the consular CUADRO implement that article rather than creating the obligation themselves.
Article 27 of Law 21.325 grants holders of a Permanencia Transitoria permit entry without prior authorization or visa (the general rule), and Article 48 caps the stay at ninety days; together they establish visa-free entry and the 90-day duration for nationalities not on the Decreto 359 list.
