Official wording

A visa is generally not required for Canadian citizens, except those Canadians that fall under nonimmigrant visa categories E, K, S, or V as provided in paragraphs (h), (l), and (m) of this section and 22 CFR 41.2.

Aevamo’s reading

Section 212.1 is the DHS regulation that imposes the visa-and-passport requirement on each arriving nonimmigrant alien and then enumerates the classes that do not have to present a visa. The VWP list and the 212(f) proclamations operate as exceptions or overlays on that command; they do not replace it.

The Canadian-citizen paragraph is the lettered exception that takes this issuer off the opening visa command for ordinary visitors; E, K, S and V are other nonimmigrant classes, not tourism.
