Regulation 7 is the provision that prescribes who must produce a visa on landing and who is exempt, made by the Cabinet under s.133(1) of the Customs and Border Control Act; it creates the visa obligation for this regime, and the 2026 amendment (SL 10 of 2026) is the current text of its country lists.

Regulation 7(1)(b) names these countries as ones whose nationals are not required to produce a visa on landing. The quoted list is read with the SL 10 of 2026 amendment, which deleted Peru and Venezuela from it, so those two are excluded from this row; every issuer here remains on the list.
