The Law on Foreigners creates the obligation: Article 11(1)(б) requires a foreigner to hold a valid visa when the visa-regime act so provides, and Article 199(6) directs the Government to adopt the уредба listing states whose nationals must hold a visa and those exempt. It is the statute, not a description of it.
The MFA's official entry-information page states that a visa for entry into North Macedonia is NOT needed for nationals of EU member states and Schengen Agreement signatories; every issuer in this row is an EU member state or a Schengen signatory.
