The arrêté creates the obligation itself: Article 1(1)(b) requires a valid visa to be admitted to Wallis and Futuna 'si celui-ci est requis en vertu de l'annexe II', and Article 3 makes the visa compulsory for every foreigner not named in Annexe II. It does not describe a rule made elsewhere; it imposes the visa requirement and fixes the exemption list for this territory.

Article L284-2(2°) removes Icelandic, Liechtenstein, Norwegian and Swiss nationals from the scope of the CESEDA in Wallis and Futuna; the visa regime for Wallis and Futuna is implemented under that code, so it does not reach these four issuers.
