Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.

China is in the reciprocal visa-free group; its entry caps each visit at 30 days with a further 90-day cap per 180-day period, so Chinese citizens need no advance visa and may stay up to 30 days per visit.
