Aevamo’s reading
The Immigration Department's 'Visit Visa / Entry Permit Requirements for the HKSAR' chapter is the operative publication that imposes a visa-free period or a visa requirement on each nationality for visits and transits to Hong Kong, published by the department that administers entry control under the Immigration Ordinance (Cap. 115); it creates the visitor entitlement rather than reporting one created elsewhere.
The Immigration Department's Mainland entry arrangements state that Mainland residents must obtain approval and hold valid documents (the Exit-entry Permit with an appropriate endorsement) to enter Hong Kong, so a Mainland Chinese resident must arrange this before travel; the permitted stay is set by the endorsement.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
