Loi n° 71-10 du 25 janvier 1971 is the statute the Paris consulate still cites as the legal basis for entry conditions; Article 2 creates the obligation that no foreigner is admitted to Senegal without an autorisation de séjour or d'établissement, and Article 1 defines 'étranger'. The visa categories published by Senegal's embassies and consulates implement this obligation.
The Paris consulate places the People's Republic of China, Angola, Tanzania and Equatorial Guinea in its Category C (visa with mandatory prior consultation), so their nationals must obtain a visa in advance.
