Article premier of Décret n° 68-198 du 22 juin 1968 creates the obligation itself — 'L'étranger ne peut entrer en Tunisie que s'il est porteur d'un passeport national ... et après avoir obtenu un visa de transit ou d'entrée' — and article 2 routes the exemption through visa-suppression conventions. The MFA table and embassy list only record which states the exemption reaches; the decree is the instrument that imposes the requirement.
The MFA table's entry-visa column for Chine is 'NON' (no entry visa required), and the Chinese government's record of the Tunisian decision confirms the visa-free policy applies to Chinese individual and group tourists; the footnote records the organised-group route.
