Law No. 6458 is the instrument that imposes the obligation: Madde 11 says foreigners staying up to ninety days arrive with a visa and caps the stay a visa or exemption grants at ninety days in every hundred and eighty, and Madde 12 defines the exemption categories. The Ministry page does not impose anything — it reports, per country, which exemption or route applies, which is exactly what a summary of Madde 12 does — so it is cited for the nationality and document-class facts the statute delegates rather than as the source of the requirement itself.
The entry exempts ordinary-passport holders from visa for 90 days in any 180 and dates the start of that exemption; 2 January 2026 is in the past, so the exemption has begun and the ordinary requirement no longer applies to these holders.
