Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.

Note (10) grants holders of a valid US, Canada, UK or EU visa exemption from the Uruguayan consular visa, provided the first entry is through Carrasco, Montevideo, Colonia or Laguna del Sauce; the China row carries that note.
