Ley N° 6.984 De Migraciones is the statute that creates the entry obligation for Paraguay: Article 41(2) requires a foreigner admitted on a transitory stay to hold an entry visa issued by the Ministry of Foreign Relations 'en los casos que se requiera', and Article 42 caps transitory stays at 90 days. The migraciones suppression table reports which countries are exempt from that obligation; the law is what imposes it.
Article 41(2) of Ley 6.984 makes an entry visa issued by the Ministry of Foreign Affairs a requirement of transitory admission 'en los casos que se requiera'; the visa-suppression table of the Dirección de Migraciones marks every one of the 131 issuers on this row as 'REQUIERE VISA' for tourist entry and none of them appears on the visa-free or visa-on-arrival lists, so each must obtain a visa in advance. The MRE's own visa-online service confirms the visa is applied for at a Paraguayan consulate.
