DS 4828 is the supreme decree that amended DS 1923 and re-enacts the operative text of articles 8 and 10 — the classification that imposes the visa requirement on Grupo II and Grupo III nationals and provides the border-issued entry authorisation for Grupo II. It is the instrument whose text creates the current obligation, not a description of it.
Grupo III nationals require a tourist visa issued only after DIGEMIG verifies and authorises it — a consular visa arranged in advance; no border-issuance route exists for them except exceptionally with DIGEMIG's prior authorisation (DS 1923 art. 10.I).
