Citizens of all other countries need visas to enter Tonga (prior to arrival). … A genuine visitor intending to visit Tonga for a period of not less than 30 days is required to obtain an entry permit issued by the Immigration Department of the Ministry of Foreign Affairs prior to arriving in Tonga.

The Immigration Act (Cap. 62), s.6 creates the obligation: no person other than a citizen of the Kingdom shall enter Tonga unless holding a valid permit or exempted under s.7. s.10 limits a visitor's permit to 6 months and s.38 empowers Cabinet to exempt classes of persons. The revenue/embassy lists describe how that permit requirement is administered, but the Act is the instrument that creates it.
After the visa-on-arrival list the page states the complement expressly: 'Citizens of all other countries need visas to enter Tonga (prior to arrival)', and requires an entry permit from the Immigration Department before arriving, so every issuer not on the lists must arrange a visa in advance.
