Loi n° 02-03 creates the obligation: its article 3 requires every foreigner entering Morocco to hold a travel document 'assorti, le cas échéant, du visa exigible', and its article 9(2) fixes the maximum visitor stay at 90 days. The MFA consular list and the e-visa pages administer exemptions under this law.
The Cabo Verde official gazette publishes the aviso making public that the Morocco-Cabo Verde agreement on reciprocal suppression of visas for ordinary-passport holders entered into force for both parties on 8 May 2024, so a Cabo Verdean ordinary-passport holder is exempt from the Moroccan entry visa from that date. The aviso does not state the stay the agreement grants, so maxDays is left null and the term is recorded as a lead rather than asserted from the agreement text, which the document budget does not allow citing this pass.
