Lei 5/2015 amends article 25 of the aliens law to create the visa-free categories (CPLP, EU, USA, Canada), the 15-day stay for holders of a valid Schengen or US visa, and the delegation under which the Government lists third countries exempt for up to 15 days. It is the instrument that CREATES the visa-free obligation; the SMF article and the 2017 decree/note describe or implement it.
The SMF states Cabo Verde is exempt by cooperation agreement for 60 to 120 days per year; the row asserts the upper bound (120 days per year), which governs the day counter over Cabo Verde's 15-day CPLP entitlement.
