The Immigration Act Cap. 190 s.9(2) is the instrument that creates the obligation: it empowers the Minister by order to require a visa of the passport of any country's subject or citizen, and s.13(1)(b) with Second Schedule Part II sets the visitor stay. The MFA visa table is the operative list implementing those directions; it describes the position rather than creating it, which is why the Act is the controlling document.
The European Community-Barbados short-stay visa waiver, quoted in each member state's row, lets nationals of the parties stay up to three months in any six-month period and the table marks each 'No visa required'; the Italy row adds the same rules apply for Vatican City.
