Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.
The official ASAN Viza portal enumerates the countries whose citizens may apply for an electronic visa; each issuer on this row appears in that list, so their citizens may obtain a visa online in advance rather than at a consulate.
