This arrêté, signed by the interior, foreign-affairs, budget and overseas ministries, imposes the visa obligation on foreigners entering La Réunion and fixes the exhaustive annexe II list of nationalities dispensed from it; the ministry pages only describe the regime and the embassy page covers a single nationality.
The page enumerates the 29 states of the European free-movement area (25 EU members plus Norway, Iceland, Switzerland and Liechtenstein). Under article 1 of the arrêté du 26 juillet 2011 the visa obligation applies only to foreigners who do not benefit from the free movement of persons under directive 2004/38, so nationals of these states are outside the visa requirement for La Réunion; the interior ministry's overseas-visa page confirms that EU citizens need no visa for the overseas territories and may stay up to 90 days.
