Fermo quanto previsto da altre disposizioni normative, chiunque non residente o cittadino, accede nel territorio dello Stato della Città del Vaticano in cui non è consentito il libero accesso, senza munirsi del prescritto permesso rilasciato dal Governatorato a norma degli artt. 9 e seguenti della Legge sulla cittadinanza, la residenza e l’accesso N. CXXXI, del 22 febbraio 2011, o dopo che lo stesso è revocato è soggetto alla sanzione amministrativa pecuniaria del pagamento di una somma da euro 10.000,00 ad euro 25.000,00.

Legge N. CXXXI is the instrument that creates the Vatican access regime: art. 9(1) requires non-citizen non-residents to hold a Governatorato permit to enter the parts of Vatican territory where free access is not permitted, and thereby grants free access to the remaining parts. The EU visa regulation is the transit regime through which the enclave is reached, not the regime of the Vatican itself.
Art. 9(1) of the Governatorato decree N. DCCX confirms the access regime of Legge N. CXXXI art. 9: the permit requirement applies only to 'il territorio dello Stato della Città del Vaticano in cui non è consentito il libero accesso', so the freely-accessible part requires no permit and no advance authorisation, and the decree sets no duration. The issuers on this row are the EU/EEA/CH member states (plus Germany's D code), whose nationals enter Italy without a visa under the EU free-movement regime, and the non-EU Annex II nationalities of Regulation (EU) 2018/1806 whose entries carry no footnote condition (including Venezuela, which Annex II lists with no suspension recorded); for all of them no advance authorisation is needed to visit the Vatican and no stay limit is imposed.
