Official wording
The same conditions are extended to the citizens of the countries that we have signed visa waiver agreements with as listed below: … European Union … (28 member states of the EU) … Such travel shall be for a maximum period of 90 days in any 180 day period.
Aevamo’s reading
The Immigration Act 2020 is the statute of Samoa's Legislative Assembly that creates the entry obligation: s.7(1) provides that no non-citizen may enter or remain without a visa, and s.8 requires a non-citizen to apply for a visa before entering unless exempt. The ministry pages and bilateral agreements grant or describe exemptions under this Act; they report the position the Act creates.
The passage is the Samoan foreign ministry's statement that the visa-waiver agreements' conditions are extended to citizens of the listed countries, and the EU entry sets those conditions as visa-free travel for a maximum of 90 days in any 180-day period. The 27 member states on this row are the EU member states covered by that agreement.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
